MP: Hon. George Oketcho (West Budama South, NRM)
Ministry: Ministry of Security
Topic: Integrating former security personnel into community policing

Question to the Minister of Security:
“Could the Minister provide information on government programs that facilitate integration of retired police and military personnel into community security structures, and plans to utilize their expertise in local crime prevention initiatives?”

Background:

  • Over 500 security personnel retire annually in Eastern Uganda
  • Limited reintegration programs for retired officers
  • Security gaps in rural areas
  • Untapped expertise of retirees

Proposed Model: “Veterans Community Watch Program”

  1. Training: Retirees train local defense units
  2. Consultation: Regular security briefings
  3. Employment: Part-time security advisory roles
  4. Technology: Operating community CCTV systems

Expected Outcomes:

  1. 30% reduction in petty crime
  2. Employment for 100+ retired personnel
  3. Improved police-community relations
  4. Cost-effective security enhancement

“My years in the police taught me that security is not just about arrests, but about prevention. Retired officers have wisdom that can protect our communities.”

CEO, Wolves Security Group Uganda
