THE OKETCHO MANIFESTO

FROM SERVICE TO STEWARDSHIP: A DETECTIVE’S PLEDGE FOR WEST BUDAMA SOUTH

MY STORY: FROM UNIFORM TO PARLIAMENT

I am George Oketcho—former police detective, security entrepreneur, and now your elected Member of Parliament for West Budama South. My journey from crime scenes to the corridors of Parliament has taught me one fundamental truth: real security begins with opportunity, justice, and hope.

For over two decades in the Uganda Police Force, I witnessed firsthand how poverty, lack of education, and unemployment create the conditions for crime and despair. As CEO of Wolves Security Group, I created 2,000 jobs, proving that with vision and determination, we can build economic security from the ground up.

Now, as your MP, I bring this same practical, solution-oriented approach to legislative work. I am not a career politician—I am a public servant who understands that true leadership means listening, investigating the facts, and delivering tangible results.

MY CORE PRINCIPLES

1. EVIDENCE-BASED GOVERNANCE

From detective work to parliamentary work: decisions based on data, not dogma.

  • Regular constituency needs assessments

  • Transparent reporting on project implementation

  • Evidence-driven policy formulation

2. SECURITY THROUGH DEVELOPMENT

True security isn’t just about policing—it’s about creating conditions where crime cannot thrive.

  • Economic security through job creation

  • Social security through healthcare and education

  • Community security through engagement, not just enforcement

3. GRASSROOTS FIRST

Leadership that walks village-to-village, listens more than speaks, and serves when no one is watching.

  • Monthly community consultations in every parish

  • Open-door policy at constituency office

  • Decisions made with the people, not for the people
